Dutch Government department UBR (Ministry of the Interior and Kingdom Relations) and TIM Foundation launch IMS-GOV: the Innovation Maturity Scan & Assessment for governments and not-for-profit institutions

Launch of the Innovation Maturity Scan
To gain a first insight into the strength of your organization in the field of innovation capabilities, UBR, together with the Total Innovation Management (TIM) Foundation have developed an Innovation Maturity Scan. This scan will generate a sheet with talking points, based on a measurement among a selected number of participants, often a mix of managers and employees involved in innovation within the organization. The scan can be carried out by a manager or employee who has followed a workshop (or received further instruction). The results are only published within the own organization by means of a diagram and a brief explanation in the form of a general opinion on the results that the system generates. This gives an organisation a quick look at its innovative powers, and where they can be improved.
Innovation Maturity Assessment
The Innovation Management Scan does not attempt to give a targeted advice or indicate a problem area in detail. An in-depth Innovation Maturity Assessment is available for this purpose. It can address specific topics and ask up to 400 in-depth questions, the analysis will be accompanied by expert advice by an IMS-GOV Certified Professional, who will be trained by TIM Foundation. These professionals are available to the Dutch Government departments via UBR directly, but can also be trained by TIM Foundation’s own organization to the level of an IMS-GOV Certified Professional.
An innovation maturity model for governments and not-for-profit institutions
The innovation management reference model contains elements that are important both in the public and the not-for-profit domains. These include, for example, aspects such as core values (both internal and externally propagated), ethics, sustainability and overall compliance with standards and regulations for e.g. information security, privacy, and the like. This is also evident in the Scan and Assessment. The cooperation between UBR, which works in a broad range of government branches and thus has a clear view of what is going on in the field of computerisation and advice within the government, and TIM Foundation as a focal point of knowledge on innovation management, provides a partnership that makes it possible for governments and agencies in the Netherlands and abroad to draw up an assessment tailored to that public and/or not-for-profit environment and to use it for constructive advice.
Timetable
UBR and Tim Foundation will launch the Innovation Maturity Scan in the autumn of 2020. The training for the IMS-GOV certificate and the associated certification of organizations will be available to public officials and interested parties from spring 2021 onwards.
Other Innovation management services
The Innovation Maturity Scan and the Assessment (IMS) is part of a broader range set of instruments. Other components include:
- innovation management workshops and masterclasses
- innovation roadmap (Roadmap Innovation Project – StIP)
- innovation project ‘readiness’ scan (under development – part of StIP).
The emphasis in this analysis and the development tools lies on advising to create the necessary principles and preconditions for a successful implementation of innovation policies within government organizations and not-for-profit instititutions. A fully customized assessment is available on request. The results of the previous scans are taken into account as a starting point in the process design to be worked out and focus on the subjects to be expanded. Training courses and a periodic update of the certification of the advisors takes place for government organizations in consultation with UBR through the TIM Foundation.
